The new rule:
Prohibits H-2B employers and recruiters from imposing certain fees on prospective H-2B workers as a condition of securing employment;
That means employers no longer can rely on agencies to recruit workers unless employers pay agency’s fees. Due to the new regulation, the situation became very difficult for both employers and employees. For many years both parties relied on recruiters to find workers or to find employers. Employees also no longer can rely on recruiters to find them positions, which puts a burden on workers to find job placements, since most of H2B employers do not advertise.
